Normally these are emails that Aweber deems as "high risk".

They could be from a ISP that is known for making spam complaints. They could be a known "complainer" (in regards to spam complaints)...

That's not abnormal: according to their email addresses, some subscribers will still be sent a confirmation request even if you've disabled confirmation for the list (i.e. are using single opt-in)....
