I would recommend going with the 2 option as it is
providing more of a social networking environment and
yes performance would be an area of concern.

To duplicate a site, I've used WP Clone by WP Academy and it's worked OK for me.
Backups: I use WordPress Database Backup By Austin Matzko. You can set various options and it works automatically.

Students on mine have used a program in the past called "WP Twin" to make exact duplicates of their WP blogs from one domain to another.
