I agree with resending the email to those that havent opened, this is what I do I sometimes send the email upto 5 times to get a very good open rate.

Try more persuasive subjects. If you subscribe to a couple of lists (you'll find many available among the free WSOs), you'll see what kind of subjects do they use.
