If neither domain is indexed go for the high traffic one, you will probably get traffic from "used cars delaware" anyway to that domain.

First, a domain that has been in existence and indexed by Google for a longer period will certainly have a benefit in ranking. Whereas, a domain that has been in existence for some longer...

This is infact a less then min job for one URL.
The webmaster has to edit .htaccess file present on server to write the old and new URL.
that's it...
It only costs 1 min to write...

Just saying.
And it should not be done individually for each page/subpage url - but through a script/code...
