Most software gets their CPC data from the Google Keyword Tool which is wrong. The CPC on the GKT is for the guys advertisng in Google SERPs (Adwords advertisers).

You need the CPC from the Google...

How about Google split tests the results constantly and dumps the websites that people don't love? That would explain the 'heavily backlinked' but basically sucky websites going down.

When all my sites got hit I started over but this option will mean waiting a while before having any kind of income. If you invest all your time into trying to fix your sites that might not work out...
