I use the same anchor text or variations of the anchor text that I am targeting even in Tier 2 links. So if I am trying to rank for "blue boats" I will backlink with blue boats to my web 2.0...

You need multiple sites that you build a lot of crappy links to your lower sites, and then the lower sites point up to the money site. Like a pyramid.
