In Switzerland, my grandmother always hung a piece of garlic on a string around every family members neck, to ward off colds. It works! No on will come close enough to you to give you a cold.

Although I can't see how any government could make garlic illegal, except for the government of Transylvania, I wouldn't put much past the morons in the Canadian government who put unreasonable...
