I wouldn't really rely on advice from techs at BestBuy regarding websites. They might know hardware but, with all due respect, websites are not their primary business.

IMHO the best is Dreamweaver CS4,

But I would encourage anyone regardless of what program they use to learn to code HTML and CSS. It's not that hard to learn, Head First Labs has a great and fun...

Wordpress.org is free but you have to have a hosting provider.
Any host company that uses c-panel has wordpress available so you dont even need to download it to your computer you can install it...

CCleaner has already been mentioned above. Same company has a free tool (defragler) to defrag the drives. IMHO a better defrag than the one Win XP provides.
