Can Daily Budget in Adwords Be Set to Include All Campaigns?

I know you can set the daily budget for each campaign in Adwords. But can I also set the daily maximum budget somewhere so that it includes all my campaigns?

The plan would not be to copy someone's ad word for word, that would be silly. But even then if you were to bid higher than the copied ad people may well click your ad first.
