For a list of forums to join simply type in your niche topic(keyword) like dating, baby, sports,poker,...

I believe worldpay take paypal and they are British (Tad pricy though and they may not consider you a good risk if you are dealing in IM)

Well, the white space around the site is probably your overall page margins. In dreamweaver, you can go into your page properties (CTRL + J) and make sure all for sides of the page are set to margin...

960 pixel width is pretty much standard... it fits in a 1024 x 768 monitor quite nicely without side scrolling.
