You don't need a VPS, but you DO need an SSL certificate if you collect private details. Smart people will NOT send their birthdate, credit card details, etc... over a non encrypted connection, or...

I host all my UK websites in the UK. I can't comment on difference in ranking. I changed a couple of sites around a year ago from US to UK and didn't notice a difference. Others have been UK based...
