1) I wouldn't check those "penalty checkers" further than I could throw them. At the best, they are just checking your current rankings and telling you that you have a "penalty" because you aren't...

You can use Google's competitive ad filter to block certain sites from advertising on your page, so if you find a site that is objectionable you can just block it instead of dropping adsense ads...
