Mail chimp is nice, especially for price. My new favorite instead of aweber though is GetResponse. It has a great ui, tracking analytics and would be easy for his receptionist to fire off html...

1. Depends on the person. As an American, I know I personally don't like buying anything online in foreign currency outside of Euro/Pounds. Then again I generally distrust foreign websites...
