SEOClerks is a excellent site for what you need as people have already suggested but if you don't know SEO obviously don't start using it as that's the main reason it was created, id recommend Fiverr...

#26 involves fraud, not link shorteners. For instance, if you do pay per view advertising dropping an ad over an Amazon affiliate site, and your ad has your affiliate link, then #26 applies.
