I think you are referring to Premium Rate telephone numbers? You can call them for tech support but pay anything up to £5 per minute on your telephone bill.

If you search local directories you may be lucky and find one that has QR codes, (we did) with 98% of them not having a mobile site. Easy conversion! We send emails to them and out of 129 we got 81...
