PeerFly has a daily payment option via wire transfer, but that includes the high fees you mentioned, along with a $50 threshold, and you must meet quality traffic standards.

I struggled for years with Internet marketing, mainly because I spent most of my time learning all I could instead of implementing that knowledge. But I eventually managed to make a living from it....

I was going to mention that JV giveaways are a good way to build a list. You can get hundreds, or even thousands, of new subscribers in a short period of time, if you play your cards right.
