There are apps that show free public hotspots in the area.. "public" should be the keyword, rather than "open" as open networks are not always public and accessing an open network without permission...

Not only isn't it legal where I am but as a PC owner with a bandwidth cap of 150gb a month, I wouldn't want you eating up my bandwidth and costing me $$ in overages..

When reading or watching videos, battery life should be a big concern.. if you need to be tethered to an electrical outlet, you might as well be using a desktop.
