Google doesn't spend a lot of time looking at who owns a domain and how they might be connected to other people unless you are an AdSense publisher. They have many, many ways to make...

I would go ahead and link, and make sure that the links have an anchor text with the keywords that you want to rank your new site for.

I've been doing it for a long time from my higher PR sites; I have not been able to discern any problem or penalty.

Google is a registrar, meaning even with private registration info, they can likely see what's up. Only safe way I think would be to use a family member or work location for the info.
