OP, whichever host you look at, make sure they GUARANTEE their speed!
Speed is a ranking factor now and it can make a big different in highly competitive niches

To be honest, every PHP app on earth can be nulled fairly easy. I'd avoid wasting time and money developing a license system. Instead I'd focus on tracking installs and usage.

I've used the Instant Azon plugin, but that builds a store on your page, not sure if that's what you want, but I have sold successfully from the stores it built.

They will have policies on what you can run - as in you cannot run SPAM, Virus spreading programs. On the other hand a VPS will be a virtual machine where you will run your programs in isolation.
