i prefer wordpress, easy to use and mod with great plugins but istvan is correct, none of the above are web design tools.

The term 'best' is subjective.

Wordpress is like a Ford F250 Pickup Truck. It's heavy duty and will do many things for you, but sometimes you need a more powerful vehicle to do the job.
