For page loading speed I think it is enough to be out of RED ZONE. I have seen lots of websites in the yellow zone that rank greatly.

Did your domain have a history before you? How those links were created at all?
I would go to DISAVOW as the last resort.
Before that, I would find all pages on your website that receive spammy...
