Some folks just don't get it. I've also experienced this exact same thing in the optometrist niche.... spending $1,500-$2,000 a month in crap print ads/yellow pages/newspapers, etc. I had 50 leads...

I did this in the galveston tx area (not my local area)... sent out 5 or 6 mailouts personalized with a dvd for each.. it showed rankings & traffic in the video...

It's hard to give advice here without knowing the market. I'd say start with the smallest and/or the newest companies you can find... those who have been in business for the least amount of time.
