Sometimes they aren't designed right, or some kinds of filters, like spark arrestors, etc... can get blocked. ALSO, many(at least in the US) have dampers. It helps limit the loss of heat, etc... ...

Both are easy to make and inexpensive.
Plus solar is a great way to have a constant supply of hot water.
