There are few tool showing banned from Google, but all are not true. So keep away from these kind of tools and check your website at your end according to Google Webmaster Tool and Google Analytics...

I think your both questions are separate. First one looks like some third party server has banned your IP for commenting on blogs of their own because they feel you are spamming. As far as the other...

There are couple of solutions the first one is to change the IP and email address.
The other one is to go and contact that blacklisting website and request for removing your email and ip address...
