You only will know it after some time.

If you never use that list, you never nurture those leads, we cannot say it. It's not good collectin email without nurture them.

Morning or evening, before or after the working day. I usually send mine out Mondays and Thursdays for bi-weekly emails.

Best day to send email is on weekdays. Avoiding saturday and sunday. And in the morning is best, most people often check their email in the morning. However, you should test your list...
