The exact should always be used in these cases as the broad can be over inflated. Google doesn't always give the correct data though... I have sites that bring in a lot more traffic than the keyword...

The people on fiverr may be up for a partnership/Joint Venture. These tend to work for very low prices so will be easier to pursuade. Go find someone with the skill sets you need and fire some emails...

Maybe contact a few outsourcers and offer a commission on profits instead of an upfront payment. You never know you might get someone on board full time. Try and find someone you can phone or meet up...
