I'm not sure how to get that sort of ranking. My assumption is that you have to be top authority for that keyword for a while. Not only that, but I also assume you need a fairly sizable and visited...

In my business, we normally ask for a % up front, then the rest after completion. It all depends on the job, but usually its 50% up-front, then 50% upon completion.
