You could sell targeted WSO's (Offline marketing theme packages, affiliate review themes, etc).

Setting up your own site is also an option, you'd need to have a few themes available to sell, but...

You can try promoting your theme as a WSO to check the demand rate or open a website building service with your theme as the main theme.

Ya, cpalead is not a traditional cpa network, so you're on the right track with other cpa networks. I would say you only want to use cpalead if you have some great free downloads or other free stuff...
