Thats because your files (php,html,htm,etc..) are using a different encoding that the one supposed to, you can either download a better editor like notepad++ to change the encoding of your files to...

Its because IE sucks,
A good place to start is CSS Tutorial (http://www.w3schools.com/css/default.asp)
and don't worry that much about IE because most people use Chrome or Firefox
