Exclude below fold placement for one version and target by remarketing/topics/placements.

Also exclude games and apps. Also set frequency cap to 3-4 so the same person...

I think it depends on the ad creative and the lead magnet you use.

If you use Bing/Google, ensure you check out the placements they're sending you inventory from.

And use FB ----- try scrape...
