I use SEMrush for both PPC and SEO. Ahrefs and Moz are just as good, if not better for SEO but as an all round tool for both SEO and PPC and I have used SEMrush...

It depends on what you're selling and your site.

But I would generally go for high buyer intent KWs first to see if they convert before broadening out.

e.g. "Best fat burner product" rather...

Also are you direct linking to CPA or is it your own product/site? Conversion very much depends on the site, how well it's designed, the relevancy of the keywords and landing pages.

How many ad variations do you have in ach adgroup?
