I do not think so. I won't buy from them if I were you, i'm sure it's very low quality traffic. Especially if you want to use the traffic for an offer, you'll probably get more leads from an 100...

targeted can also mean from what GEO. So if you buy "USA" visitors, the geo USA is "targeted". Does not mean that they will be targeted for specific keywords or so..
