In my experience, the best way to check an order for attempted fraud is to call the phone number the buyer provides. We've NEVER had a fraudulent order where the fraudster provided their true phone...

PS: I would suggest looking into and learning fraud management. You must check every purchase, at least at first, and verify they are who they say they are. You WILL get taken sooner or later....
