Less than that usually - half a second I would say if everything is US-based.

I have personally found CPVLabs redirects to be a shade faster than Prospers when cloaking with a meta-refresh.

I would actually recommend both. A VPS or dedicated server for your landing page and tracking, and then a CDN for your media files (audio, video etc).

Me personally I always use a landing page because I like to control the pre-sell and work with higher paying offers.... but that's just a matter of preference there are plenty of people killing it...

Speak to the networks you already work with - I've done this in the past and most haven't had a problem with offline traffic as long as you clearly tell them what you're upto.
