The problem may well be the court was a part of the problem, which is one of the points made by the author of the article. Sometimes it's up to the public and the media to hold the justice system...

One piece of audio software I use is WavePad from NCH. There used to be a free version. Maybe there is a free trial.

The noise removal system in it, lets you pick a blank place between words, copy...

You could try audacity (http://audacity.sourceforge.net/) (free), sample a part of only the wind audio, then remove the noise from the entire audio. Not sure If that will shorten the audio timeline...
