It depends on the PR really. A PR 6 has a lot more pagerank to share than a PR 2.
Generally, anything over 40-50, and I'm not wasting my time. For a PR 1 or 2, I might stretch it out to 25, but...

Andy Black has a $7 script that can do this, however, you will start getting blocked out after 20-30 url's as it doesn't have proxy support.
ScrapeBox can do this and I use it regularly for this...

Generally I back link for the 3 KW and also create web2.0 profiles for LSI and other lower value KW, bookmark them like crazy and get them to rank as well...

Unless you did something really bad, I can't imagine them de-indexing you that fast. I have had a couple of brand new niche sites do the same, only to come back in a week. Not sure why it happens.
