There isn't really a hard limit in terms of volume... plus, one thing about 2nd and 3rd tier links is that some of them won't ever get indexed in the first place (which is why they get built in...

The double edged sword is that many (not all) automation tools don't...

You got it basically. Yeah, 100,000 spam links about equals 10 good links, so no matter how you look at it, you're getting about the same. For those 100,000 spammy links, you would use an automation...
