I don't know of any networks that will give you this control, sometimes if you speak with your am, they can make some changes for some offers. The other option is to use your own geo script.

Just get a Geo-Redirect Script, and use it to link to the offer. There are tons of them out there.
If you use it to link to the offer, it will overwrite the network.
