Google recommends responsive design (https://developers.google.com/webmasters/mobile-sites/mobile-seo/responsive-design) where you use one code and css3 media queries to make the site mobile friendly.

That should be perfectly fine SEO wise as there are no query strings on the url's (ie. no "?id=##") which is what you want to avoid when optimizing your website for SEO.

yes you can write both, but you will always get redirected to one or the other because that's how the DNS is setup.

All DNS usually have auto "www" redirects included. Personally I don't use them...

FYI: it is obsolete, so you can go with non-www... (in other words: www is a remnant of the early days of the web: world wide web)
