If it was a wordpress site, it's custom. I think it's a custom built site.

It does not appear to be a wordpress site. It could be a custom built site.

You could incorporate a similar CSS in any basic wordpress theme to get a similar appearance.

Usually when this happens its due to crawlers penalizing your site from onpage factors. Link building penalties usually work a bit different. Whats happening is Google changes its algorithm...

At first glance I already see several things that can be improved. Lots of little things like your logo doesn't link back to the homepage. The site name in your footer should link to your homepage....

The short answer is yes you can. I have seen websites with PR 4 rank that mostly their backlinks were PR 1. This specific website has over 2000 backlinks. BTW, getting PR 5 backlinks is not as hard...
