There is nothing else to do. You submitted them to the Disavow Tool. You are done. Google may decide to ignore them or they may not. You will never know for sure.

As others have said you could try building a second tier or use a link indexer.

Strong links you build will almost always get indexed without you having to do anything - the time it takes varies.

If you are making backlinks by submitting articles then when your content is indexed by google that means your backlinks also indexed by google . After few days later just check your webmaster tool...

You can build Tier2 Backlinks to the backlinks that you want indexed. This will speed things up. Or, you can use a tool like Lindexed, which is quite good.
