Apart from the obvious three (Squarespace, Weebly, Wix) I'd suggest LightCMS and Strikingly. The latter is awesome for one-pagers, whereas LightCMS is more of an all-rounder.

Disqus is always my first choice. I've seen sites have success with Facebook comments too though.

This. It's the permalinks which might lead to Google asking questions. The framework itself doesn't change much, it's basically the same as changing your theme.
