Try custom audience. Extract active commentators from fanpages. It might be that your target audience is already saturated, firefighter niche along with nurses is awfully popular on teespring.

Same here unless I make at least 3 sales on the first 15$ bucks I almost always dump the design.

1. Small audience isn't an issue, I recently had succesful campaing with 71 sold on 3600 audience.
