You will need to apply for both, as both American and Canadian affiliate programs are run separately. You can apply for both.

However, it's a bit hard on promotions as they provide different links...

I think you are referring to direct linking vs using a custom landing page.

Generally, a custom landing page will convert better because you can create a better "story" from ad --> landing page...
