Have you contacted Google Customer service by phone? Now-a-days, they seem to be very helpful. In fact, if you are OK with it, you tell them to submit the add for you..that way you are guaranteed...

If you're only relying on Google to make money online, then you're doing it wrong. Don't put all your eggs in one basket, or else you'll get screwed by Google like many others have.

Did you read the Terms of Service? It is clearly spelled out there so you can't claim ignorance. There is nothing you can do but find another revenue source. Google is not forgiving.
