This can happen for two reasons.

1. The files were some how deleted or renamed.
2. The file exists, but does not have the appropriate permissions.

You're right Ryan, you have to prove ROI. You shouldn't sell any service that doesn't provide a reasonable ROI. I routinely turn down clients for which I can't find a reasonable expectation for ROI....
