Well, Google will ignore all those bad links if you have more quality backlinks for your website. Diavow only those links which are of now relevancy to your website or have high spam score but...

Delete the forum. There is zero reason a local cleaning site needs a forum. It is going to do nothing but attract spam.

Then disavow every link pointing at forum URLs.
