First get a domain name and web-hosting account. namcheap for domain name, and hostgator for webhost, then install wordpress and put a good theme on.

In my opinion, I would get it professionally done by someone who is willing to take there time and actually care about it. So i don't know how a fiverr gig gets that job done.
