The first step you SHOULD take is to add her site to Google Local listings, to Yelp and etc.
People trust those listing/sites. She'll get much more leads from that, than from pure SEO.

Citations usually come with a backlink, they are a good start for a new domain. You can't beat a listing from Yelp/Manta/Hotfrog/etc.. to start off with.

I think it would be a complete waste of your time unless you do something that is 100% hands off and automated. You only get $4 per sale which is nothing.
