In my opinion, Web hosting affiliate programs are just an add-on to your existing business. I think buying Solo Ads to sell hosting would be a waste of money. But, this is just my opinion.

Yes it is duplicate content. You won't have your website penalized for this, but the image will only help one of the websites rank. It will also typically only rank in Google Image search for one...
